Gov. Pat Quinn budget proposal: Borrow $4.7 billion

SPRINGFIELD -- Gov. Pat Quinn on Tuesday unveiled a caustic budget plan that would borrow billions of dollars to stay afloat and push even more debt down the road, hoping to persuade leery lawmakers to instead raise taxes in an election year.

Quinn aides warned the plan would cost some 13,000 teachers and staff their jobs, cut off poor seniors from help in paying costly prescriptions and shut down some health care programs for the indigent. But even after about $2 billion in cuts, the state would still be $11 billion in the hole.

The administration's warnings served as the precursor for the Democratic governor's Wednesday budget address before a joint session of lawmakers who want to wrap up their business in two months so they can focus on their re-election.

Hakan Oils Up For Super Street Fighter IV [Street Fighter]

While everyone pretty much knew he was coming, it's still nice to see Capcom take the wraps off Super Street Fighter IV's final new character Hakan with a couple of trailers.

There's a gameplay trailer, above, and a character trailer below. Amazing how, even in these lo-fi web clips, he's already so oily.

Super Street Fighter IV will be out at the end of April, and will be released on PlayStation 3 and Xbox 360.

4 coyotes trapped and killed near Wheaton

City officials in Wheaton say the west suburb's attempt to rid itself of predatory coyotes is off to a successful start.

Authorities say four coyotes were captured near Wheaton and killed on Monday -- the same day the city announced it had hired a trapper to get rid of them.

Officials said Tuesday professional trapper Rob Erickson caught the coyotes in an unincorporated area near the Chicago Golf Club. That is close to the neighborhoods where a string of deadly coyote attacks on pets have occurred in recent months.

But Wheaton Councilman John Prendiville, who voted against hiring a trapper, says he believes educating the public -- not killing coyotes -- is the way to handle the problem.

Fatal crash on I-57 closes 2 lanes

One person was killed Tuesday night in a traffic crash on Interstate Highway 57 that has closed two inbound lanes, authorities said.

One northbound lane remained open while Illinois State police investigated the crash that occurred just south of the Halsted Street exit, authorities said. Police officials anticipate the two lanes will remain closed for several more hours.

The collision occurred at about 10:15 p.m., state police said. Details on how the crash occurred weren't available. One person was killed, but no other details were available.

Skeletal remains found in St. Charles

St. Charles Police and the Kane County Coroner's office are investigating the discovery of skeletal remains in a wooded area on the western edge of the far western Chicago suburb.

Police said a passer-by made the discovery early Tuesday afternoon just south of the LeRoy Oakes Forest Preserve.

St. Charles Police spokesman Paul McCurtain said the remains, which appeared human, were found along with some clothing.

Further details were not released.

Tenney gets death penalty in Aurora slaying

edwardtenney.jpgEighteen years have passed since Sharon Weber found her missing husband, Jerry, in an Aurora farm field, dead from four gunshot wounds in the head.

On Tuesday she learned that Edward Tenney, a career criminal already serving two life sentences for two other murders, was sentenced to death by a DuPage County jury for her husband's slaying. The jury returned the verdict after deliberations that lasted less than three hours and included a lunch break.

"I've been living with this for so many years," Weber said from her home in another Midwestern state where she moved to raise her sons. "I can't believe it's here, and it's what we all wanted.

Man dies after jumping into Chicago River to elude police

A man died tonight after he jumped into the south branch of the Chicago River to elude police, officials said.

The man, believed to be in his early 20s, was rushed to Stroger Hospital, where he was pronounced dead at 8:16 p.m., according to hospital spokesman Marcel Bright.

Aided by a helicopter, the police Marine Unit and Fire Department personnel worked for more than 30 minutes to rescue the man first spotted at about 6:45 p.m. in the river near the Turning Basin, in the 2800 block of South Ashland Avenue, officials said.

Authorities said the man was one of three men being pursued by officers for spray painting a building on Ashland Avenue, police spokesman Dan O'Brien said.

Officers were able to apprehend two of the men, O'Brien said, but the third leapt into the water to escape officers, a police source said.

Midway ranks last in U.S. for on-time departures

Midway Airport ranked dead last in January for on-time departures among the nation's 29 busiest airports, the U.S. Department of Transportation reported Tuesday.

Only 69 percent of flights departing Midway left on time during the month, which was marked by several snowstorms. The low performance rating occurred despite decisions by Southwest Airlines, the carrier with the most flights at the airport, to cancel hundreds of flights on the eve of bad weather.

December, January and February are historically among the worst months at O'Hare and Midway for on-time flights because of severe weather, said Karen Pride, spokeswoman for the Chicago Department of Aviation.
